(Senate Joint Resolution No. 38)

A Senate Joint Resolution concerning

State Employees - Telephone Operators

FOR the purpose of requesting the appointment of a committee
to study the unfair classification of the State
telephone operators by the State Department of
Personnel.

WHEREAS, There are a limited number of telephone
operators working as State employees; and

WHEREAS, These telephone operators serve an important
service to the State of Maryland, rendering good will by
their courtesies and politeness; and

WHEREAS, These State employees working as telephone
operators are paid well below the salary level of those
operators working with the public utility company; and

WHEREAS, The State Department of Personnel has flatly
refused to consider increasing their salaries or up-grading
their positions; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Legislative Policy Committee is requested to establish a
committee to study the classification of the telephone
operators of the State of Maryland; and be it further

RESOLVED, That the Committee be composed of 3 members
of the Senate of Maryland appointed by the President of the
Senate and 3 members of the House of Delegates appointed by
the Speaker of the House; and be it further

RESOLVED, That the    chairman be appointed by the

President of the Senate and  the Speaker of the House, and

that the Chairman be the   seventh member of the Committee;
and be it further

RESOLVED, That the Committee report to the General
Assembly by December 1, 1982; and be it further

RESOLVED, That copies of this Resolution be sent to  the

Honorable James Clark, President of the Senate;     the

Honorable Benjamin L. Cardin, Speaker of the House    of

Delegates, and Secretary Theodore Thornton, Secretary of  the
Department of Personnel.
