4966 JOINT RESOLUTIONS
A Senate Joint Resolution concerning
Gladys Noon Spellman Parkway
FOR the purpose of requesting the United States Congress to
pass H.R. 4848 (97th Congress, 1st session), renaming
the portion of the "Baltimore-Washington Parkway" under
federal jurisdiction the "Gladys Noon Spellman
Parkway"; and requesting the Governor of the State of
Maryland, through the Secretary of the Maryland
Department of Transportation, to rename the Maryland
portion of the "Baltimore-Washington Parkway" to the
"Gladys Noon Spellman Parkway".
WHEREAS, Gladys Noon Spellman served faithfully and
diligently as a member of the House of Representatives of
the United States Congress for 4 terms representing the
Maryland Fifth Congressional District; and
WHEREAS, Congresswoman Spellman's public service career
was cut short by a sudden and tragic illness; and
WHEREAS, Mrs. Spellman served the people of this State
and this nation by her membership on the United States
House of Representatives' Committee on the Post Office and
Civil Service, the Committee on Banking, Finance, and Urban
Affairs, and the Committee on Small Business; by her
membership on the Executive Committee of the Democratic
Study Group and on the Democratic Steering and Policy
Committee; and by her leadership as chairperson of the
Subcommittee on Compensation and Employment Benefits and as
a regional whip in the United States House of
Representatives; and
WHEREAS, Mrs. Spellman always strived to improve the
well-being of the people of her community by her service as
a county commissioner and the chairwoman of the Board of
Commissioners of Prince George's County, in the State of
Maryland; as chairwoman of the Prince George's County
General Hospital Board of Trustees; and the Washington
Suburban Transit Commission; and through her membership on
numerous boards and councils in Maryland; and
WHEREAS, Mrs. Spellman has advanced the cause of
government in this region and throughout this nation as vice
president of the Metropolitan Washington Council of
Governments, as president of the National Association of
Counties and as President Johnson's appointee to the
Advisory Commission on Intergovernmental Commissions; and
WHEREAS, She sought to enlighten and educate her
community as a public school teacher and an active member of
her local Parent-Teacher Association; and
