(6)  A description of other State programs that
relate to water and related land resources; and

(7)  Proposals and recommendations for
legislative and administrative action to improve or
implement the water pollution control program for this
State.

SECTION 7 12. AND BE IT FURTHER ENACTED, That
section(s) of the Annotated Code of Maryland (as enacted by

Chapter ____ (H.B. 200) of the Acts of the General Assembly

of 1982) read(s) as follows:

Article - Health - General

8-308.

(b) The State Advisory Council shall:

(1)   Submit an annual report on its activities to
the Governor and, SUBJECT TO ARTICLE 40, § 51 OF THE CODE,
TO the General Assembly;

(2)  Advise the Administration on:

(i) Revising and carrying out the State
Comprehensive Intoxication and Alcoholism Control Plan;

(ii) Carrying out the other provisions of
this title; and

(iii) Any matter that relates to the
prevention and treatment of alcohol abuse and alcoholism;

(3)  Advise the Administration and the Governor
on spending funds under State and federal laws that relate
to alcoholism; and

(4)  Be a strong advocate of a comprehensive,
broad-based approach to the social, economic, and medical
problems of alcohol abuse and alcoholism control.

(b) The State Advisory Council shall:

(1)   Submit an annual report to the Governor, the
Secretary, and, SUBJECT TO ARTICLE 40, § 51 OF THE CODE, TO
the General Assembly; and
