(B) (1) A BUYER DESCRIBED IN § 14-12B-01 (B) (1) (I) OF
THIS SUBTITLE MAY CANCEL A HEALTH CLUB SERVICES AGREEMENT
WITHIN 3 BUSINESS DAYS AFTER RECEIPT OF A COPY OF THE
AGREEMENT BY NOTIFYING THE HEALTH CLUB IN WRITING. WRITTEN
NOTIFICATION SHALL BE DELIVERED IN PERSON OR BY CERTIFIED OR
REGISTERED MAIL, AND IF MAILED SHALL BE POSTMARKED BY
MIDNIGHT OF THE THIRD BUSINESS DAY.
(2) THE HEALTH CLUB FACILITY SHALL CONSPICUOUSLY
DISCLOSE IN THE HEALTH SERVICES AGREEMENT THE BUYER'S RIGHT
TO CANCEL WITHIN 3 BUSINESS DAYS.
(3) IF THE BUYER CANCELS WITHIN 3 BUSINESS DAYS,
THE HEALTH CLUB FACILITY SHALL REFUND ANY DEPOSIT, DOWN
PAYMENT, OR PAYMENT ON THE AGREEMENT.

IT FAILURE TO COMPLY WITH § 14-12B-02 OF THIS SUBTITLE
IS AN UNFAIR OR DECEPTIVE TRADE PRACTICE TO FAIL TO
ESTABLISH AND MAINTAIN EITHER THE ESCROW ACCOUNT AND RECORDS
REQUIRED BY §§ 14-12B-02 AND 14-12B-03 OF THIS SUBTITLE, OR
THE BOND AND RECORDS REQUIRED BY § 14-12B-04 OF THIS
SUBTITLE IN LIEU OF AN ESCROW ACCOUNT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

Maryland Horse Racing Council Fund - State Assistance
FOR the purpose of establishing the Maryland Horse Racing
Council Fund and providing for the collection and
deposit of moneys for the fund by the Maryland Racing
Commission; providing for annual reports by the
Maryland Horse Racing Council to the Maryland Racing
Commission; providing for the termination of this fund
on a certain date; and generally relating to the
establishment of the Maryland Horse Racing Council Fund
creating the Maryland Horse Racing Council and
providing for its membership and purposes; placing for
a period of time a portion of uncashed parimutuel
ticket moneys into a special account; authorizing the
