by the Department; requiring the matching of State
grants; requiring an annual report; and specifying the
funding for the Council.

Preamble
WHEREAS, It is the intent of the General Assembly to
help promote generally the common business interests of the
Maryland horse racing and breeding industry, and all
substantial segments thereof, including state breed breeding
associations, race tracks and other organizations
representing segments of the racing industry, and the
various persons, partnerships, corporations and other
entities associated or connected therewith; and
WHEREAS, It is the intent of the General Assembly to
help the Maryland horse racing and breeding industry to
represent their interests in common before the public, the
market, and State government; and
WHEREAS, It is the intent of the General Assembly to
promote and protect the economic and general welfare of all
forms of pari-mutuel horse racing and breeding in Maryland;
and
WHEREAS, It is the intent of the General Assembly to
furnish a forum for the exchange of ideas, information, and
methods to improve the operation of horse breeding,
training, and racing; and
WHEREAS, It is the intent of the General Assembly to
promote high standards in the conduct of horse breeding,
training, and racing for the further development of the
sport; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:
