A MEMBER OF THE STATE ADVISORY COUNCIL:

(1)  MAY NOT RECEIVE COMPENSATION; BUT

(2)   IS ENTITLED TO REIMBURSEMENT FOR EXPENSES
UNDER THE STANDARD STATE TRAVEL REGULATIONS, AS PROVIDED IN
THE STATE BUDGET.

(C) STAFF SERVICES.

THE ADMINISTRATION SHALL PROVIDE SECRETARIAL,
CONSULTANT, AND OTHER STAFF SERVICES TO THE STATE ADVISORY
COUNCIL.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
43B, § 3(f), the first and second sentences of
(c), and the first sentence of (d).

In subsection (a)(1) of this section, the phrase
"at the times and places that it determines" is
added for clarity.

Subsection (a)(2) of this section is revised to
clarify that the State Advisory Council may meet
with the other councils at a regularly scheduled
meeting, instead of at an additional meeting.
This revision conforms to practice.

In subsection (b)(2) of this section, the
reference to the "State budget" is substituted
for the reference to an "appropriation", for
clarity and conformity.

Also in subsection (b)(2) of this section, the
former reference to reimbursement for expenses
"incurred in the performance of their duties as
herein set forth" is deleted as unnecessary in
light of the reference to Standard State Travel
Regulations. Standard State Travel Regulations
are adopted by the Department of Personnel with
the approval of the Board of Public Works.

In subsection (c) of this section, the reference
to "other staff services" is substituted for the
ambiguous reference to "housekeeping", to conform
to practice.

The Commission to Revise the Annotated Code
notes, for consideration by the General Assembly,
that there is no quorum provision. In the
absence of an express provision, rule, or
regulation, case law indicates that a majority of
the members is a quorum. See Gemeny v. Prince
