SUPERSEDE THE PROVISIONS OF ARTICLE 33, SUBTITLE 28 OF THE
CODE. THE PROVISIONS OF SECTIONS 28-1 AND 28-2 OF ARTICLE 33
OF THE CODE DO NOT APPLY TO THE EMPLOYEES OF THE DEPARTMENT.
THE PRESIDENT AND SPEAKER, WITH THE CONCURRENCE OF THE
LEGISLATIVE POLICY COMMITTEE, MAY PROMULGATE GUIDELINES
WHICH REGULATE POLITICAL ACTIVITIES FOR THOSE EMPLOYEES.

(C) THE LEGISLATIVE POLICY COMMITTEE SHALL ADOPT
GUIDELINES NOT INCONSISTENT WITH LAW GOVERNING HIRING,
TENURE, PROMOTION, GRIEVANCE PROCEDURES, AND POLITICAL
ACTIVITY FOR ALL PROFESSIONAL AND NONPROFESSIONAL EMPLOYEES
OF THE DEPARTMENT.

53D.

[(a)] The Division of Statutory Revision also shall
provide staff services and support for the Commission to
Revise the Annotated Code of Maryland. The Revisor of
Statutes shall be the Director of the Commission and serve
in this capacity without any additional compensation.

[(b) The personnel, records, files, furniture and
fixtures and other properties, and all appropriations,
credits, assets, liabilities, and obligations of the
Commission to Revise the Annotated Code are transferred to
and become personnel, properties, and obligations of the
Division of Statutory Revision within the Department of
Legislative Reference.

(c) All regular employees of the Commission to Revise
the Annotated Code in the categories of secretary,
stenographer, clerk, messenger, or other nonprofessional
employment, at the time they become regular employees of the
Division of Statutory Revision, are members of the
classified service of the State and subject generally to the
rights, duties, and procedures applicable under Article 64A
of the Code, title merit System," as amended or revised
from time to time.]

58.

(a) The Director of the Department of Fiscal Services
is the executive head of the Department. He shall have
general administrative control over the operations and

functions of the Department and its several divisions,

subject to the policies and directives of the [joint] JOINT
[budget] BUDGET and [audit] AUDIT [committee] COMMITTEE.
THE DIRECTOR SHALL SERVE IN A NONPARTISAN CAPACITY AND
CONDUCT THE AFFAIRS OF THE DEPARTMENT IN SUCH A MANNER.

(c) The Director shall [hold office indefinitely. He
may be removed by] SERVE AT THE PLEASURE WITHOUT A FIXED
TERM AND SHALL BE SUBJECT TO REMOVAL BY THE LEGISLATIVE
POLICY COMMITTEE UPON THE RECOMMENDATION OF the President
and Speaker[, upon charges brought by them and upon proof of
