(b)  The Board shall charge a fee of $30 for a new shop
inspection.

(c)  If an applicant fails to appear for an examination
scheduled by the Board, the Board upon cause may require the
applicant to pay another examination fee prior to
rescheduling an examination for the applicant.

(d)  All fees charged and collected under this subtitle
shall be paid to the Board. All moneys collected under this
subtitle shall be paid to the State Treasurer and shall
become general funds of the State. Thereafter disbursements
shall be made by the Comptroller pursuant to an
appropriation made in accordance with §§ 32 and 52 of
Article 3 of the Constitution or pursuant to the provisions
of §§ 1-15, inclusive, of Article 15A of this Code.

(c) (3) The State Board of Commissioners of Practical
Plumbing shall examine every applicant for a maintenance
plumber's certificate and upon achieving a grade of 75
percent on the examination shall grant to such person a
certificate of competency upon proper application and
payment of a certificate fee of $20. This certificate will
expire BIENNIALLY [ April 30th [ of each year] MARCH
31 ] OF EACH ODD-NUMBERED YEAR and must be renewed
[annually] BIENNIALLY upon application and payment of a
renewal fee of [$10] $20.

The Board of Commissioners shall receive from an
applicant for a certificate of competency whom they examine
and pass, the sum of $30 at the time of the issuance of the
certificate, and the sum of [$25] $50 for the BIENNIAL
renewal [thereof each and every year thereafter,] on or
before the first day of [ May ] APRIL. Any applicant for
a certificate who fails to pass an examination given by the
Board is entitled to notice from the Board of his right to
have his papers regraded and, on demand, to have the same
regraded and to have made available to him the questions
