(b) The Board may demand and receive from each
journeyman plumber the sum of $15 at the time of issuing of
the first certificate to a journeyman plumber, and the sum
of [$10] $20 for the BIENNIAL renewal thereof [each and
every year thereafter, ] ] on or before the first day of
[ May ] APRIL. There shall be a charge of $5 for the
issuing of [permits or] THE. FIRST PERMIT AND $10 FOR
BIENNIAL renewals of permits to apprentices. The
Commissioners may fix the requirements of the competency and
qualification of applicants, whether of master plumbers or
of journeyman plumbers, as different standards, in their
judgment, for different parts of the State, and may
accordingly limit the certificates so as to permit the
holder thereof to do plumbing work only in certain specified
sections of the State, as the Commissioners may determine.

The said board shall demand and receive from such
applicant for a certificate of competency, the sum of
[$25.00] $30 at the time of the issuance of said
certificate, and the sum of [$15.00] $50 for the BIENNIAL
renewal thereof [each and every year thereafter] on or
before the first day of [May] APRIL OF EACH ODD NUMBERED
YEAR, and said Board at any time shall issue any renewal
without requiring any other examination. Said board may
demand and receive from each journeyman plumber the sum of
[$2.00] $15 at the time of issuance of the first certificate
to said journeyman plumber and the sum of [$1.00] $2 for the
BIENNIAL renewal thereof [each and every year thereafter] on
or before the first day of [May] APRIL; and said board, at
any time, shall issue any renewal without requiring any
other examination, but no charge shall be made for the
issuing of permits or renewal of permits to apprentices,
provided, however, that such certificate of competency or
any renewal thereof shall be issued by the Baltimore County
plumbing board to any person holding a license from the
State Board of Commissioners of Practical Plumbing upon
payment of requisite fees and without examination.

(c) Nothing in subsections (a) and (b) of this section
shall be construed to prevent the formation of partnerships
and corporations as a vehicle for the practice of
architecture subject to the following conditions:
(1) The practice of or offer to practice
architecture for others as defined in § 516 § 464 OF THIS
