The above fees for registration, examination and
certification shall be paid in advance to the secretary of
the Board.

(2) THE BOARD SHALL REFUND TO A MANICURIST ANY
EXCESS FEES PAID BY THE MANICURIST UNDER SUBSECTION (A) OF
THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

The provisions of this subtitle creating the Maryland
Architectural Registration Board and relating to the
regulation of architects and any regulations promulgated
under this subtitle are of no effect and may not be enforced
after July 1, [1983] 1989 1993.
