(1)  SHALL COMPLETE THE AMERICAN RED CROSS
ADVANCE ADVANCED FIRST AID PROGRAM OR THE EMERGENCY MEDICAL
TECHNICIANS PROGRAM; AND

(2)  NEED NOT COMPLETE ANY OTHER PROGRAM OR
COURSE.

(C)  EACH VOLUNTEER RESCUE SQUAD IS RESPONSIBLE FOR THE
TRAINING TO ITS MEMBERS.

(D) (1) AN OFFICER OF A VOLUNTEER RESCUE SQUAD SHALL
NOTIFY THE FIRE AND AMBULANCE COMMISSION FOR QUEEN ANNE'S
COUNTY WHENEVER AN APPLICANT FOR MEMBERSHIP HAS COMPLETED
THE AMERICAN RED CROSS ADVANCED FIRST AID PROGRAM OR THE
EMERGENCY MEDICAL TECHNICIANS PROGRAM.

(2)  THE COUNTY FIRE AND AMBULANCE COMMISSION
SHALL ISSUE A CERTIFICATE, WITHOUT CHARGE, TO ANY APPLICANT
WHO HAS COMPLETED THE REQUIRED PROGRAM.

(3)  THE TERM OF EACH CERTIFICATE IS 1 YEAR. IF
THE INDIVIDUAL MEETS THE REQUIREMENTS FOR CONTINUING
CERTIFICATION, THE CERTIFICATE MAY BE REISSUED ANNUALLY.

(E)  A VOLUNTEER RESCUE SQUAD FOR QUEEN ANNE'S COUNTY
MAY BE REIMBURSED FOR MILEAGE EXPENSES, INCLUDING OPERATING
AND MAINTENANCE EXPENSES. HOWEVER, THE REIMBURSEMENT MAY
NOT BE CONSIDERED TO BE A CHARGE, FEE, OR COMPENSATION.

(F)  THE COUNTY COMMISSIONERS OF QUEEN ANNE'S COUNTY
ARE NOT CIVILLY LIABLE FOR ANY DAMAGE TO LIFE OR PROPERTY
THAT RESULTS FROM THE ACTS OF AN INDIVIDUAL CERTIFIED BY THE
FIRE AND AMBULANCE COMMISSION FOR QUEEN ANNE'S COUNTY-

(G)  THIS SECTION DOES NOT PERMIT THE GOVERNOR OR ANY
OTHER STATE OR LOCAL OFFICIAL TO ADOPT ANY RULE, REGULATION,
OR GUIDELINE THAT RESTRICTS ANY QUEEN ANNE'S COUNTY
VOLUNTEER RESCUE SQUAD IN THE PROPER PERFORMANCE OF ITS
DUTIES.

SECTION 6. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland (as enacted by Chapter

(H.B. 523) of the Acts of the General Assembly of 1982)
read(s) as follows:

Article 56 - Licenses

461.

Notwithstanding the provision of [Article 43 § 21 TITLE
10 OF THE HEALTH - ENVIRONMENTAL ARTICLE concerning the
rules and regulations governing the character and location
of plumbing systems and the installation, operation and
maintenance of such systems, the provisions of this subtitle
