SECTION 3. AND BE IT FURTHER ENACTED, That: (1) if

Chapter ___ of the Acts of the General Assembly of 1982

(H.B. 1802) does not become effective, Section 1 of this
Act shall take effect July 1, 1982 and Section 2 of this Act
shall be null and void without the necessity of further

action by the General Assembly; or (2) if Chapter____ of the

Acts of the General Assembly of 1982 (H.B. 1802) takes
effect, Section 2 of this Act shall take effect July 1, 1982
and Section 1 of this Act shall be null and void without the
necessity of further action by the General Assembly.
