(c) [In the event, however, that the commission] IF
THE WSSC and any [party] PERSON who [may desire] WANTS water
service [from the system authorized under this subtitle]
cannot agree [as to] ON the reasonableness of the charge
[therefor] FOR THIS SERVICE, the [public service commission
of Maryland is hereby given jurisdiction to] PUBLIC SERVICE
COMMISSION MAY determine the amount of [such] THE. charge.
[and its] THE determination OF THE PUBLIC SERVICE COMMISSION
[shall be] IS final and binding [upon] ON all parties
concerned.

[15-3] 15-103. Maintenance and operation of system.

(a) (1) The [Washington Suburban Sanitary Commission
is authorized to] WSSC MAY enter into any contract or
agreement with the Howard County [Metropolitan Commission]
DEPARTMENT OF PUBLIC WORKS for the maintenance and operation
of [the] portions of the water system [or systems] of the
Howard County [Metropolitan Commission] DEPARTMENT OF PUBLIC
WORKS which are supplied from the WATER system [or systems]
of the [Washington Suburban Sanitary Commission] WSSC.

(2) [In the event that such] IF THIS contract or
agreement [shall provide] PROVIDES that the [Washington
Suburban Sanitary Commission] WSSC shall maintain and
operate [such] portions of the water system [or systems] of
the Howard County [Metropolitan Commission] DEPARTMENT OF
PUBLIC WORKS:

(I)   [then and in that event the] THE
operating control of the WATER systems or portions [thereof]
OF THE WATER SYSTEMS of the Howard County [Metropolitan
Commission] DEPARTMENT OF PUBLIC WORKS [shall belong]
BELONGS exclusively to the [Washington Suburban Sanitary
Commission,] WSSC; AND

(II)   [which] THE WSSC shall [bill and]
collect all fees and charges incident to the maintenance and
operation of the WATER systems or the use of water
[therefrom] IN ACCORDANCE WITH § 6-104(B)(4) OF THIS
ARTICLE.

[(b) In the event that such fees and charges shall
remain unpaid for a period of thirty days from date of
mailing, the commission shall after written notice, to be
left upon the premises or mailed to the last known address
of the owner, turn off the water from the property in
question and it shall not be turned on again until the bill
shall have been paid. If any bill shall remain unpaid for
60 days after being sent out by the commission it shall be
collectible against the owner of the property served, in the
same manner as other debts are collectible in the respective
counties.]
