(3)  ADVISE THE ADMINISTRATION AND THE GOVERNOR
ON SPENDING FUNDS UNDER STATE AND FEDERAL LAWS THAT RELATE
TO ALCOHOLISM; AND

(4)  BE A STRONG ADVOCATE OF A COMPREHENSIVE,
BROAD-BASED APPROACH TO THE SOCIAL, ECONOMIC, AND MEDICAL
PROBLEMS OF ALCOHOL ABUSE AND ALCOHOLISM CONTROL.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
2C, § 501(a)(2), (b)(4)(i), (g), the second
clause of the first sentence of (b)(2), and the
second sentence of (e).

Subsection (b)(1) of this 'section is revised to
apply only to the State Advisory Council on
Alcoholism Control. The State Advisory Council
on Drug Abuse and the State Advisory Council on
Mental Hygiene are required to report under §§
9-305(b)(l) and 10-305(1) of this article,
respectively.

In subsection (b)(2)(i) of this section, the
reference to "revising" the State plan is
substituted for reference to its "formulation",
which already has. been accomplished. This
substitution is based on practice.

Subsection (b)(2)(iii) and (3) of this section --
which, in former Article 2C, § 501(a)(2), was
referred to as a "purpose" -- is restated in this
section as a duty, for clarity.

TREATMENT OF ALCOHOLISM AND DRUG ABUSE; AND
