Also in subsection (b)(2) of this section, the
former reference to reimbursement for expenses
"actually and necessarily incurred in the
performance of duties" is deleted as unnecessary
in light of the reference to Standard State
Travel Regulations. Standard State Travel
Regulations are adopted by the Department of
Personnel with the approval of the Board of
Public Works.
In subsection (c) of this section, the reference
to "other staff services" is substituted for the
ambiguous reference to "housekeeping", to conform
to practice.
The Commission to Revise the Annotated Code
notes, for consideration by the General Assembly,
that there is no quorum provision. In the
absence of an express provision, rule, or
regulation, case law indicates that a majority of
the members is a quorum. See Gemeny v. Prince
George's County, 264 Md. 85 (1972); Zeiler v.
Central Ry., 84 Md. 304 (1896); and Heiskell v.
Mayor of Baltimore, 65 Md. 125 (1886).

8-308. DUTIES.
(A) FEDERAL LAWS.
THE STATE ADVISORY COUNCIL SHALL BE ADMINISTERED AND
SHALL PERFORM ITS FUNCTIONS IN ACCORDANCE WITH THE FEDERAL
COMPREHENSIVE ALCOHOL ABUSE AND ALCOHOLISM PREVENTION,
TREATMENT, AND REHABILITATION ACT OF 1970 AND ANY RULES AND
REGULATIONS ADOPTED UNDER IT.
(B) GENERAL DUTIES.
THE STATE ADVISORY COUNCIL SHALL:
(1) SUBMIT AN ANNUAL REPORT ON ITS ACTIVITIES TO
THE GOVERNOR AND THE GENERAL ASSEMBLY;
(2) ADVISE THE ADMINISTRATION ON:
(I) REVISING AND CARRYING OUT THE STATE
COMPREHENSIVE INTOXICATION AND ALCOHOLISM CONTROL PLAN;
(II) CARRYING OUT THE OTHER PROVISIONS OF
THIS TITLE; AND
(III) ANY MATTER THAT RELATES TO THE
PREVENTION AND TREATMENT OF ALCOHOL ABUSE AND ALCOHOLISM;
