1. THE WSSC SENDS OUT A BILL FOR
WATER AND SEWER USAGE CHARGES IN THE REGULAR COURSE OF
BUSINESS;
2. FOR A SERVICE PERIOD OF 3 MONTHS
OR MORE, THE BILL IS NOT PAID 30 DAYS FROM THE DATE OF
SENDING; OR
3. FOR A SERVICE PERIOD OF LESS THAN
3 MONTHS, THE BILL IS NOT PAID 20 DAYS FROM THE DATE OF
SENDING.
(III) THE ADDITIONAL CHARGE IS IN ADDITION
TO AND NOT IN SUBSTITUTION FOR OR DEROGATION OF ANY OTHER
RIGHT OR REMEDY GRANTED TO THE WSSC BY ANY OTHER LAW.
(IV) If any bill [shall remain unpaid] IS
NOT PAID for 60 days after being sent out by the [commission
it] WSSC, THE BILL shall be [collectible] COLLECTED against
the owner of the property served],] in the same manner as
other debts are [collectible] COLLECTED in [the respective
counties] MONTGOMERY AND PRINCE GEORGE'S COUNTIES.
(V) 1. IF ANY BILL IS NOT PAID AFTER 30
DAYS FROM THE DATE OF SENDING, THE WSSC, AFTER WRITTEN
NOTICE LEFT ON THE PREMISES OR MAILED TO THE LAST KNOWN
ADDRESS OF THE OWNER, SHALL TURN OFF THE WATER FROM THE
PROPERTY IN QUESTION.
2. THE WATER MAY NOT BE TURNED ON
AGAIN UNTIL THE BILL, ANY LATE PAYMENT PENALTY CHARGES AS
AUTHORIZED BY LAW, AND THE COST INCURRED IN SHUTTING OFF AND
RESTORING THE WATER SUPPLY ARE PAID.
[(c) From and after June 1, 1957, if any bill for
water and sewer usage charges sent out in regular course by
the Washington Suburban Sanitary Commission shall remain
unpaid after 30 days from the date of sending, if for a
service period of three months or more, and after 20 days if
for a service bill period of less than three months, then a
late payment additional charge of five per centum (5%) of
such unpaid charges shall be added to the bill and shall be
collected as a part of such bill; such additional charge
being in addition to and not in substitution for or
derogation of any other right or remedy heretofore or
hereafter granted to the commission by any other law.
(d) Whenever the state, county or any municipal
corporation, commission, board, or agency of the state or
county, or the board of education of any county, acquires
property it shall ascertain if any bill for water and sewer
usage charges are outstanding against such property and
shall see that the bill is paid before it acquires such
property. If the bill is not paid by the property owner
prior to the date of acquisition, the acquiring authority
