[such] THE charge[, with full authority to change the same
from time to time,] for water service as [it shall deem] THE
WSSC CONSIDERS necessary and reasonable[, which]. IN MAKING
THIS charge, THE WSSC shall take into consideration the
general tax, [and] THE [front foot] benefit charge levied
[within] IN the sanitary district, [in addition to] AND the
regular rate for service as provided in subsection (b)
[hereof;] OF THIS SECTION.

(II)   [and provided further, that wherever
the commission,] IF, because of public necessity, THE WSSC
has extended its water mains beyond the boundaries of the
[Washington Suburban Sanitary District, it] SANITARY
DISTRICT, THE WSSC may make [such further] THESE extensions
out of the general proceeds of its funds as may, in its
judgment, render a needed service[;]. [and as] AS to all
connections to its water mains outside of the SANITARY
district, [it] THE WSSC may make [such] ANY charge [as] THAT
it [deems] CONSIDERS reasonable, which charge [is to] SHALL
take into consideration the general tax and front foot
benefit charge [laid] LEVIED [within] IN the SANITARY
district.

(III)   [and it] THE WSSC shall have the
same power and authority over [such water] connections made
TO THE WSSC'S WATER MAINS outside the SANITARY district as
it has [within] IN the SANITARY district[, and providing
further that if the commission shall at any time use the
waters of the Patuxent River at or above the Town of Laurel
for the purpose of furnishing additional water supply to its
consumers, it shall as a condition to the right to use such
waters].

(4) (I) THE WSSC SHALL furnish [to] the [mayor
and city council] CITY of Laurel for the use of [its] THE
water supply OF THE CITY OF LAUREL [such] ANY water from the
Patuxent River supply [as] THAT the mayor and city council
of Laurel may [desire] WANT at the actual cost of supplying
[such] THE water to the water mains of the [town] CITY OF
LAUREL.

(II)   [which] THIS SYSTEM may be
constructed for [such purposes] THIS PURPOSE by the mayor
and city council of Laurel to the nearest convenient point
to the Patuxent water supply of the [commission,] WSSC.

(III)   [the] THE point of connection
between the [commission] main OF THE WSSC and the [town]
CITY main [to] SHALL be at or near the dam of the
[commission] WSSC.

(b) (1) (I) EXCEPT AS PROVIDED IN THIS SECTION, [The]
THE rate for service[, except as herein provided,] shall
consist of a minimum or a ready to serve charge AND A CHARGE.
FOR WATER USED.
