(b)[, above] OF THIS SECTION, the [commission] WSSC shall:

(1)  [give notice] PUBLISH SEPARATE NOTICES of
the proposed modification in at least [one] 1 newspaper
[printed and] published in [Montgomery County and one
newspaper printed and published in Prince George's County]
EACH COUNTY; and

(2)  [shall thereafter conduct] HOLD a public
hearing on the necessity or advisability of [such] A
modification of the rule, regulation, rate, or charge.

[6-4.] 6-104. Service rates generally.

(a) (1) [For the purpose of providing] TO PROVIDE
funds for maintaining, repairing, and operating its water
supply, sewers, and drainage systems, including the
[over-head] OVERHEAD expense and proper depreciation
allowance, together with funds for making [such payments as
may be made] ANY PAYMENT to [the commissioners of] the
District of Columbia, as [hereinafter] specified IN THIS
TITLE, the [commission shall be empowered and directed to]
WSSC SHALL make [such] ANY service [rates as] RATE THAT [it
may deem] THE WSSC CONSIDERS necessary[,].

(2)  THE RATE:

(I)  SHALL BE chargeable against all
properties for a connection with any pipe under [its] THE
WSSC'S ownership;

(II)  [the rates shall] SHALL be uniform
throughout the sanitary district[,]; AND

(III)  [but shall] MAY be changed [from
time to time,] as necessary[, except (1) that the charge for
water service used, in Gaithersburg and Washington Grove
until such time as they are brought within the general
system shall be based upon actual cost of supplying water to
the communities; and (2)].

COMMITTEE NOTE: Since Gaithersburg and Washington Grove
have been included in the WSSC's system, the
first exception of the first sentence of former
Article 67, § 6-4(a), which mentioned
Gaithersburg and Washington Grove, is deleted as
obsolete.

(3) (I) [whenever] IF the [commission shall
furnish] WSSC FURNISHES water to ANY federal, state, or
other [agencies which are] AGENCY THAT IS exempt from [front
foot] benefit charges [and/]or ad valorem taxes imposed
under [the provisions of chapter 122 of the Acts of the
General Assembly of Maryland of 1918, and amendments
thereto,] THIS ARTICLE, the [commission] WSSC shall make
