[(i)] (H) In the exercise of its function and
authority under this section, the [commission is given the
power to] WSSC MAY negotiate and make contracts with:

(1)  Prince George's County[,];

(2)  [with any] ANY municipality[,];

(3)  [the] THE District of Columbia[,];

(4)  [the] THE United States [Government,];

(5)  [the] THIS State [of Maryland,];

(6)  [or any] ANY agency OR UNIT of [the
foregoing bodies,] THESE JURISDICTIONS; and

(7)  [any] ANY other person[, firm or
corporation,] as [may be] IS necessary for the proper
administration of [the provisions of] this section.

[(j)] (I) The powers [and authority conferred by]
UNDER this section [shall be] ARE [additional and
supplemental] IN ADDITION to those conferred by any other
law[, and this]. THIS section shall be liberally construed
to [effectuate] CARRY OUT the purposes [thereof] OF THIS
SECTION.

[(k) Any individual, firm or corporation failing to
comply with the provisions of this section shall be guilty
of a misdemeanor and, upon conviction thereof, shall be
subject to a fine not exceeding $500 or 30 days in the
county jail, or both, in the discretion of the court.]

(J) [No conviction hereunder shall in any manner] A
CONVICTION UNDER THIS SECTION DOES NOT relieve any
[individual, firm or corporation] PERSON of the necessity of
securing and paying for a permit and complying with all
other applicable provisions of this section.

COMMITTEE NOTE: Former Article 67, § 3-ll(k) now
appears in Title 18 of this article.

[3-12.] 3-207. Effect of sections 3-201 through 3-207;
approval of drainage system.

[(a) Any Act of the General Assembly of Maryland or
any ordinance or regulation of any incorporated town,
special taxing district, or taxing area, inconsistent with
the provisions of sections 3-7 through 3-13 are hereby
repealed or modified to the extent of such inconsistency.

(b) A drainage plan, system, or design, including any
capital improvement program for storm water management, may
not be adopted, or any drainage system constructed, except
