carrying out the provisions of this article, for performing]
TO PERFORM [storm drain and flood control engineering]
ASSOCIATED studies, surveys, [review] REVIEWS, [and
maintenance] AND TO INCUR EXPENSES, including [making
provision for the] expenses [to be] incurred by the
[commission] WSSC in maintaining [storm drainage] systems
[and] OR parts [thereof taken] OF SYSTEMS TAKEN OVER OR
MAINTAINED BY THE WSSC [over for such maintenance by it],
[the commission shall] with respect to that portion of the
sanitary district lying within Prince George's County,
except for the City of Bowie, THE WSSC SHALL request the
county council of Prince George's County and, with respect
to that portion of the City of Takoma Park [lying] LOCATED
within Montgomery County, SHALL request the county council
of Montgomery County to levy an ad valorem tax on all
assessable property in the [part] PORTION of Prince George's
County, except for the City of Bowie, [which] THAT is
LOCATED within the [Washington Suburban Sanitary District]
SANITARY DISTRICT and all assessable property in the [part]
PORTION of the City of Takoma Park [lying] LOCATED within
Montgomery County[,] respectively[, at a]. THE rate SHALL
BE THAT necessary to produce annually the sum required by
the [commission] WSSC to perform the storm drain and flood
control duties and responsibilities [cast on it] REQUIRED by
this [article] SECTION. [with the] THE rate SHALL BE
determined annually [and being that] AS specified in the
[commission's] budget OF THE WSSC for [such] APPROVED storm
drainage and flood control [studies, design, and
maintenance] activities [as approved by the county governing
body pursuant to the provisions of chapter 729 of the Acts
of 1972, as they may be amended by the General Assembly from
time to time, concerning the formulation, submission and
approval of the commission's capital and operating budget
(section 1-4 of this article)].

(2)  The tax [hereby] authorized IN THIS
SUBSECTION is in addition to [and not in substitution for]
any ad valorem tax or charge authorized by any other Act of
the General Assembly.

(3)  The tax levy shall be collected and paid
[over] to the [commission] WSSC [as are other ad valorem
taxes,] in accordance with [the provisions specified by
section 6 of chapter 122 of the Acts of 1918, being section
4-5 of Article 67 of the Annotated Code of Maryland, the
Washington Suburban Sanitary District Article] § 4-105 OF
THIS ARTICLE.

(4)  [However, nothing in this] THIS subsection
[may be construed to] DOES NOT affect the obligation of the
City of Bowie with respect to the payment of outstanding
Anacostia River Basin flood control bonds[,] or the interest
[thereon] ON THOSE BONDS.
