[(b)] (2) [In Montgomery County (except] EXCEPT for
that portion of the City of Takoma Park [situated] in
Montgomery County[)], and [in the City of Bowie (]with
respect to those portions of the [city which] CITY OF BOWIE
THAT had been under the jurisdiction of the [Washington
Suburban Sanitary Commission prior to] WSSC BEFORE July 1,
1978 for purposes of storm and surface water drainage
control[)], the [respective governing body] COUNTY EXECUTIVE
AND COUNTY COUNCIL OF MONTGOMERY COUNTY AND THE CITY OF
BOWIE may construct any part of any approved drainage
project if the [person or company interested] INTERESTED
PERSON contributes a share of the cost of the project
considered appropriate by the [governing body] APPROVING
AUTHORITY.
(3) [In Montgomery County and the City of Bowie,
the directors of the department of] THE BUDGET FOR public
works shall include in [their] THE annual submission of
estimates of capital projects to the [county executive]
MONTGOMERY COUNTY EXECUTIVE or the mayor[, as the case may
be,] OF THE CITY OF BOWIE a request for an appropriation of
sufficient funds for anticipated contribution to drainage
projects.
[3-10.] 3-205. Contracts with federal agencies.
The [commission] WSSC [shall have the right to] MAY
contract with [the government of] the United States or any
of its agencies for any gift, advance, or loan [which, in
the opinion of the commission may be advantageous in the]
FOR THE construction of any project under [sections] §§ [3-7
to 3-12] 3-202 THROUGH 3-207 OF THIS SUBTITLE.
[3-11.] 3-206. Special provisions applicable to Takoma Park
and Prince George's County, except the City of Bowie.
[(a) For the purpose of regulating the control and
disposition of surface waters within that part of Prince
George's County, except for the City of Bowie, which is
within the Washington Suburban Sanitary District so as to
make available, so far as possible, to the residents and
property owners of the areas an efficient, operating
regional service with adequate facilities, for the purpose
of development of the aforesaid part of Prince George's
County and of promoting the safety of life and property
through control and disposition of storm and surface waters,
and for the purpose of securing a more effective execution
of the policy, additional authority is granted with respect
to the control and disposition of storm and surface water to
the Washington Suburban Sanitary Commission.]
(A) TO SECURE EFFECTIVE CONTROL AND DISPOSITION OF
STORM AND SURFACE WATER, THE WSSC MAY REGULATE THE CONTROL
AND DISPOSITION OF SURFACE WATER SO AS TO MAKE AVAILABLE TO
