Ch. 21

THE DIRECTOR SHALL:

(1) HAVE AT LEAST:

(I)  A BACCALAUREATE DEGREE; AND

(II)  EXPERIENCE IN HEALTH ADMINISTRATION;

AND

(2) BE QUALIFIED IN KNOWLEDGEABLE ABOUT THE
FUNCTIONS AND PROGRAMS OF THE ADMINISTRATION.

(D)  SALARY.

THE DIRECTOR IS ENTITLED TO THE SALARY PROVIDED IN THE
STATE BUDGET.

(E)  GENERAL RESPONSIBILITY.

THE DIRECTOR IS RESPONSIBLE FOR CARRYING OUT THE
POWERS, DUTIES, AND RESPONSIBILITIES OF THE ADMINISTRATION.

(A)   IN GENERAL.

THE DIRECTOR EXERCISES THE POWERS, DUTIES, AND
RESPONSIBILITIES OF OFFICE SUBJECT TO THE AUTHORITY OF THE
SECRETARY.

(B)  REPORTS TO ASSISTANT SECRETARY.

THE DIRECTOR SHALL REPORT TO THE ASSISTANT SECRETARY
FOR MENTAL HEALTH AND ADDICTIONS.

REVISOR'S NOTE: Subsection (a) of this section is new
language patterned after the provision governing
the authority of the Director of the Drug Abuse
Administration, in § 9-203 of this article. This
addition is based on former Article 41, § 206D(b)
-- now § 2-103(c) of this article -- which
provides that the Assistant Secretary of Mental
