recorded in liber T.D. 24 at folio 11, to the beginning of
the second deed line, thence in a northeasterly direction in
a straight line to the end of the first of north 77 1/2°
west, 88 perch line of second described tract in the
aforesaid deed recorded in liber T.D. 24 at folio 11, thence
in a generally easterly direction, reversely with and along
the first and fifth lines of the second described tract in
the aforesaid deed recorded in liber T.D. 24 at folio 11, to
a point on the existing boundary of the Washington Suburban
Sanitary District, thence in a generally southerly direction
with and along the existing boundary of the Washington
Suburban Sanitary District to the point of beginning.

(c)  All of that area in the Rockville election
district of Montgomery County, Maryland, lying within the
following described boundaries: Beginning for the same at a
point on the existing boundary of the Washington Suburban
Sanitary District, that point being where the existing
boundary intersects the rear or north 72° 36' 30" east,
292.97 foot line of block B, Halpine Village, as shown on a
plat of subdivision entitled, "Halpine Village, Section
Three", recorded among the land records of Montgomery
County, Maryland in plat book 66 as plat no. 5943, and
running thence in a southerly direction with the rear lines
of said block B, as shown on the aforesaid plat, to the
southernmost corner of lot 23, block B, as shown on the
aforesaid plat, thence in a southeasterly direction and at
right angles to Halpine Road to the existing boundary of the
Washington Suburban Sanitary District, thence in a
northeasterly, northwesterly, northeasterly and northerly
direction with the existing boundary of the Washington
Suburban Sanitary District to the point of beginning.

(d)  The jurisdiction of the Washington Suburban
Sanitary Commission is hereby extended to include the two
latter areas above described and the areas shall be subject
to all the rules and regulations of the commission and all
provisions of law relating to the district, including taxes
and other sums or charges levied by the commission in other
parts of the district, and the jurisdiction of the
Washington Suburban Sanitary Commission is hereby extended
to the above-described rural water area and that area shall
be subject to all rules and regulations of the commission
and all provisions of law relating to the Washington
Suburban Sanitary District which are applicable to the water
system of the commission including taxes and other sums or
charges levied by the commission in the sanitary district;
provided, however, that the commission shall not levy any ad
valorem or front foot benefit tax assessment or other charge
within the aforementioned rural water area until such time
as the construction of a water system shall be actually
commenced, or an existing water system shall be extended to
such area and available to the property within such area,
and when from time to time such a system is commenced or
extended, then the area or areas affected by such
