design and construction of an approved project and for the
acquisition of property. The decision of the Board of
Public Works shall be in such form as the Board deems
advisable and proper and shall be final and conclusive upon
all parties.
(d) The amount of financial assistance granted
under this Act to any county, to the City of Baltimore, or
the counties that support a regional community college, for
any public junior, community, or regional community college
capital project, shall be as follows:
(i) For regional community colleges
established pursuant to § 16-302 of the Education Article 75
percent of the total construction costs, including site
acquisition and development costs; and
(ii) For public junior or community
colleges that are not regional community colleges, the
greater of:
1. The amount determined by
multiplying the total construction costs, including site
acquisition and development costs, by a percentage equal to
that percentage of the expenditure for basic current
expenses that the State pays, pursuant to § 5-202(b) of the
Education Article, to that county or the City of Baltimore
in which the public junior or community college is located;
or
2. One-half of the total
construction costs, including site acquisition and
development costs.
(4) There is hereby levied and imposed an annual State
tax on all assessable property in the State in rate and
amount sufficient to pay the principal of and interest on
the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1982.
