(2)  The bonds issued to evidence this loan or
installments thereof may be sold as a single issue, or may
be consolidated and sold as part of a single issue of bonds
under § 2B of Article 31 of the Code.

(3)  The actual cash proceeds of the sale of the bonds
shall be paid to the Treasurer and shall be first applied to
the payment of the expenses of issuing and delivering the
bonds unless funds for this purpose are otherwise provided
and thereafter shall be credited on the books of the State
Comptroller and expended, upon approval by the Board of
Public Works, for the following public purposes, including
any applicable architects' and engineers' fees:

To supplement the financing of the design and
construction of public junior, community, or and regional
community college buildings, site improvements, and
facilities and to supplement the financing of acquisition of
real estate or interests in land required in connection with
those buildings, site improvements, and facilities, by the
counties in this State and by the Mayor and City Council of
Baltimore, upon the following terms and conditions:

(a)  Whenever any county or the City of Baltimore
desires, or whenever the counties that support a regional
community college desire, to participate in the financial
assistance which is provided for by this Act, the county
commissioners or county council thereof, or the Mayor and
City Council of Baltimore, shall file with the State Board
for Community Colleges a petition and such information as
the State Board for Community Colleges requires, together
with a complete proposal for each project for which
financial assistance is desired.

(b)  Upon receipt of one or more petitions, the
State Board for Community Colleges shall make a written
report to the Board of Public Works describing the request
or requests for financial assistance received from the
counties or from the City of Baltimore and recommending a
disposition for each request. Each report of the State
Board for Community Colleges shall contain its determination
of the priority of needs for public junior, community, ©3?
and regional community college facilities among the counties
and the City of Baltimore. The State Board for Community
Colleges shall submit to the State Board for Higher
Education a copy of each petition and project proposal.

(c)  No grant of financial assistance may be made
until the grant has been approved by the Board of Public
Works and until the Board of Public Works has certified to
the Treasurer and the Comptroller the allocation of State
funds. The Comptroller shall issue his warrant to the
Treasurer to pay the allocated funds to the county or
counties, or the City of Baltimore, when needed for the
