for which the program required by Section 10(b) of Article
88C of the Annotated Code (1979 Replacement Volume and 1981
Supplement) has not been prepared, the appropriate State
agency shall submit a program to the Department of State
Planning for approval before the planning funds may be
expended. For any project listed in Section 1(3) of this
Act for which funds for construction are appropriated and
for which the preliminary plans and outline specifications
required by Section 10 of Article 15A of the Annotated Code
(1981 Replacement Volume and 1981 Supplement) have not been
prepared, the appropriate agency shall submit the plans and
outline specifications to the Department of State Planning
for approval before the construction funds may be expended.
SECTION 2. AND BE IT FURTHER ENACTED, That chapter(s)
of the Acts of the General Assembly read(s) as follows:
Chapter 289 of the Acts of 1974, as amended
5.2(A)(3)
(a) Acquisition of sites, design,
construction, and/or purchase of three
(3) facilities to be utilized as
District Court Buildings in Baltimore
County, contingent upon approval of
plans and specifications by the
Department of State Planning and the
Department of General Services. One
court building will be located in each
of the Arbutus-Catonsville,
Essex-Rosedale, and the
Pikesville-Reisterstown areas:
Site acquisition........................300,000
Construction.............'.............2,040,000
Utilities...............................150,000
Site improvements.......................500,000
ANY FUNDS UNEXPENDED AS OF JUNE 1, 1982
SHALL BE USED TO CONSTRUCT BALTIMORE
CITY DISTRICT COURT NO. 1, TO BE LOCATED
ON WABASH AVENUE; SECTION 8 OF CHAPTER
289 OF THE ACTS OF 1974 BEING HEREBY
MODIFIED AS FOLLOWS: THE WORK MAY NOT
BEGIN UNLESS SATISFACTORY ASSURANCES ARE
MADE TO THE BOARD OF PUBLIC WORKS THAT
THE CONSTRUCTION CAN BE COMPLETED WITH
THE AGGREGATE OF THE FUNDS SPECIFIED
THEREFOR IN THE VARIOUS ITEMS OF THIS
SECTION.
