(4) There is hereby levied and imposed an annual State
tax on all assessable property in the State in rate and
amount sufficient to pay the principal of and interest on
the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.
(5) Except as otherwise provided in this Act, no
department, board, commission, agency, or institution
specified or named in this Act shall begin any work with
funds secured pursuant to the provisions of this Act unless
satisfactory assurances are made to the Board of Public
Works that the work described in the individual items in
this Act can be completed with the funds specified for each
such item respectively. The funds appropriated by
subsection (3)(G)(1)(a)(5) of this section and by various
items of Section 2 of this Act to provide portions of the
funds to construct a new 720-bed medium security
correctional institution at the Maryland Correctional
Institution - Hagerstown Complex shall be aggregated for
purposes of this section, and the Division of Correction may
begin work if satisfactory assurances are made to the Board
of Public Works that the construction of the institution can
be completed with the aggregate of those funds, provided
that the perimeter security at all State Correctional
facilities in Washington County shall be at least equivalent
to perimeter security of a State medium , security
correctional institution; and that preference shall be given
to qualified residents living within Washington County for
employment at the complex.
(6) Where federal funds may be available to help
accomplish any specific appropriation under this Act, the
using department or agency shall formally advise the Board
of Public Works that efforts have been made through proper
administrative procedures to obtain such federal funds, and
the reason, if any, why the federal funds were not obtained.
Federal funds, if they are allocated, shall be used to
defray the cost of the approved project, not to expand its
scope.
(7) For any project listed in Section 1(3) of this Act
for which preliminary planning funds are appropriated and
