Ch. 437

SECTION 2. AND BE IT FURTHER ENACTED, That upon the
appointment and organization of said Commission, it shall
make a study of the Annapolis Neck Peninsula. The study
shall encompass all factors associated with the concept of
establishing an independent political subdivision on the
peninsula which would provide all municipal services to the
residents of the peninsula as are now provided to citizens
of the City of Annapolis by the City and to citizens outside
of the City by Anne Arundel County. The Commission shall
report its findings and recommendations to the General
Assembly no later than October 1, 1983.

SECTION 3. AND BE IT FURTHER ENACTED, That if the

General Assembly has not acted with regard to these

recommendations by the adjournment of the 1984 Session, then
the Commission shall make a study of the territory adjacent
to the City of Annapolis and determine, by a majority vote,
the area, if any, which shall be proposed for annexation to
the City of Annapolis. If the total population of this area
does not exceed 75 percent of the average size of the
existing wards of the City according to the 1980 census, the
Commission shall establish boundaries of the existing wards,

adjacent to the area proposed for annexation which

incorporates the proposed area. If the total population of
the area exceeds this size, the area shall be divided into
wards of approximately the same area and populations density
as are not established in the City of Annapolis. Any new
ward or wards may be represented by one Alderman in the same
manner as the existing Mayor and Aldermen of Annapolis is
now constituted, and the Alderman may sit as an Alderman and
receive the same compensation as is now provided.

SECTION 4 3. AND BE IT FURTHER ENACTED, That the
Commission shall make a study of: (a) the assessable basis
of the area to be annexed, (b) the local obligations
outstanding of the area; (c) the increase in cost of
providing city services in the area, (d) the possible effect
on the City tax rate and, (e) any other financial problems
which may be presented to the Commission. The Commission
shall make its recommendations to the Mayor and Aldermen not
later than December 1, 1984 1983. The Mayor and Aldermen
shall then enact ordinances as advisable to provide the
proposed City services in the new area, the proposed City
tax rate, and any other legislation advisable in the event
the annexation is consummated. The Mayor and Aldermen shall
provide a sum sufficient to pay the costs of a special
election to be held in the area to be annexed, and shall
ordain that the area shall be annexed to the City of
Annapolis if the qualified voters of the new area determine
by ballot.

SECTION 5. AND BE IT FURTHER ENACTED, That as soon as
practicable after the enactment of the ordinances under
Section 4 of this Act, the Commission shall proceed to hold
