a special election in the area proposed to be annexed. The

Board of Election Supervisors of Anne Arundel County is
designated and appointed as Supervisor of Elections for the
special election. The Board of Election Supervisors shall
compile a list of registered voters of the area and cause
ballots to be printed with the words "For Annexation" and
"Against Annexation". If the majority of votes cast at the
election are "For Annexation", the area shall become a part
of the City of Annapolis on the 31st day following said

election. If a majority of the votes are "Against

Annexation", the area shall remain as before.

SECTION 6. AND BE IT FURTHER ENACTED, That the

Supervisors of Elections shall advertise in any two

newspapers of general circulation in the proposed area on
four successive weeks prior to the Special Election notice
of the time, place, and purpose of the election. The
Commission shall provide that, at the special election, a
vote shall be taken on the names of the Aldermen to
represent the new wards; who shall take office in the event
the majority of the votes are cast "For Annexation". The
Commission shall prescribe the rules and procedure for

Aldermen candidates to be placed upon said ballot.

Aldermen, in the event they take office, shall hold the
positions until the next regular election for Mayor and
Aldermen of Annapolis.

SECTION 7 4. AND BE IT FURTHER ENACTED, That all
meetings of the Commission shall be public. The Commission
shall provide reasonable notice of the time and place of the
meetings and shall keep a journal of the proceedings. The
expenses of the Commission shall be borne equally by the
Mayor and Aldermen of the City of Annapolis and by Anne
Arundel County, Maryland. The Commission shall provide
adequate opportunity for the public to comment on the
progress of its work, its findings, on its recommendations,
and all other facets of its work.

SECTION 8 5. AND BE IT FURTHER ENACTED, That this Act

shall take effect July 1, 1982.
