FOR the purpose of creating for a year a Commission to study
the annexation of territory to the City of Annapolis;
determining the composition and duties of the
Commission; permitting a special election in certain
territory; directing the study of the establishment of
the City of Annapolis as an independent subdivision;
directing the study of the establishment of an
independent subdivision of the Annapolis Neck
Peninsula; providing that the Commission shall report
its recommendations to the General Assembly by a
certain date; providing that in the event the General

Assembly does not act on the Commission's

recommendation by a certain date the Commission shall
study the annexation of certain territory to the City
of Annapolis and that a special election shall
determine the area to be proposed for annexation;
providing a formula to establish wards; providing for

the election of Aldermen if certain events are

effected; providing an economic study of a certain
area; providing a report by the Commission to the
government of Annapolis by a certain date; granting
Annapolis power to legislate services for a certain
area; providing for the payment of costs; providing for
a special election; providing certain public notices;
requiring public meetings, records, and opportunity for
comment; and generally relating to the study of
establishing independent subdivisions and annexation
and the creation of the Annapolis Boundary Commission.
An Act to create a Commission to study the annexation
of territory to the City of Annapolis; granting the
Commission the power to hold a special election in the
affected territory; granting the Mayor and Aldermen of
Annapolis the power to enact legislation in accordance
with the Commission's recommendation; directing the
Commission to study the establishment of the City of
Annapolis as an independent subdivision and to report
its findings and recommendations; and generally
relating to annexation by Annapolis and the
establishment of Annapolis as an independent
subdivision.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That there is hereby created a body to be known as
the Annapolis Boundary Commission to be composed of nine
registered voters of Anne Arundel County. Four members
shall be residents of Annapolis appointed by the Mayor and
Aldermen of Annapolis. Four members shall be residents of
the metropolitan area adjacent to Annapolis appointed by the
County Executive of Anne Arundel County and confirmed by the
County Council. The ninth member shall be a resident of
Anne Arundel County who does not reside in either Annapolis
or in the adjacent metropolitan area and shall be appointed
jointly by the County Executive of Anne Arundel County and
the Mayor and Aldermen of Annapolis. The ninth member shall
act as the Commission Chairman.
