SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning
Agriculture - Grain Buyers - Licensing
FOR the purpose of altering the minimum level of grain
purchases to qualify as a grain buyer under this Act;
revising the insurance requirements for grain in the
actual physical control of a certain licensee;
including certain other acts of God as part of certain
insurance coverage; providing that a certified public
accountant shall review financial statements; revising
the definition of "full market value" to be "fair
market value"; repealing the requirement that a
financial statement must be filed at certain times
defining a certain term; making stylistic changes
providing for the emergency effective date of this Act
and generally relating to the licensing of grain
dealers.
