(6) A DESCRIPTION OF OTHER STATE PROGRAMS THAT
RELATE TO WATER AND RELATED LAND RESOURCES; AND
(7) PROPOSALS AND RECOMMENDATIONS_____FOR
LEGISLATIVE AND ADMINISTRATIVE ACTION TO IMPROVE OR
IMPLEMENT THE WATER POLLUTION CONTROL PROGRAM FOR THIS
STATE.
REVISOR'S NOTE: This section is new language derived
without substantive change from former Article
43, § 722 and former NR § 8-1404(a).
As to subsection (b)(4) of this section, former
Article 43, § 722 (4) referred to "this
subtitle", meaning the parts of Ch. 446, Acts of
1968 that were codified as former Article 43, §§
718 through 724, while former NR § 8-1404(a)(4)
also referred to "this subtitle", literally
meaning all of Subtitle 14 of Title 8 of the
Natural Resources Article. However, after
examining the legislative history of former NR §
8-1404, as that history is revealed by Ch. 446,
Acts of 1968, Ch. 348, Acts of 1972, Ch. 4, Acts
of 1973, First Extraordinary Session, and Ch. 27,
Acts of 1980, the Commission to Revise the
Annotated Code determined that "this subtitle" in
former NR § 8-1404(a) was intended to mean only
those parts of Subtitle 14 of Title 8 of the
Natural Resources Article that now appear in this
subtitle. Since the collection of all the
sections to which the references to "this
subtitle" in former Article 43, § 722 and former
NR § 8-1404(a) refer now makes up this subtitle,
the reference in subsection (b)(4) of this
section is revised as simply "this subtitle".
In subsection (b)(5) of this section, "federal
plans and studies that relate to the water
pollution control program for this State" is
substituted for "related federal plans and
studies", for clarity.
As to subsection (b)(7) of this section, the last
sentence of former Article 43, § 722 referred to
"proposals and recommendations" to "improve and
implement the requirements of this section", thus
