literally indicating that the proposals and
recommendations were to be merely about making
the required annual report. The identical
language in the last sentence of former NR §
8-1404(a) literally meant that the proposals and
recommendations were to address the annual
report, training certain personnel in the area of
water pollution control, conducting certain
research, and employing certain consultants. In
practice, however, the proposals and
recommendations made under the 2 former
provisions have been addressed to a broader
subject: water pollution control in this State
in general. Since a literal interpretation of
the former law would frustrate the General
Assembly's obvious intent, and since nothing in
the law purports to prohibit the Department from
including in the report broad proposals and
recommendations for improving this State's water
pollution control efforts, the revision of the
former provisions in subsection (b)(7) of this
section reflects the interpretation in actual
practice.

The reference in former Article 43, § 722 to the
annual report being submitted as "part of the
comprehensive water pollution control program" is
deleted as unnecessary.

Former Article 43, §§ 719, 7.20, and 721, which
concerned one-time reports that were to be made,
as part of the comprehensive water pollution
control program, not later than June 1, 1969, are
deleted as obsolete.

9-318. TRAINING OF PERSONNEL.

(A)  IN GENERAL.

THE DEPARTMENT MAY COOPERATE WITH ANY APPROPRIATE
AGENCY TO TRAIN PERSONNEL NEEDED IN THE AREA OF WATER
POLLUTION CONTROL.

(B)  CONTRACTS FOR TRAINING.

TO PROVIDE THE TRAINING AUTHORIZED BY SUBSECTION (A) OF
THIS SECTION, THE DEPARTMENT OF HEALTH AND MENTAL HYGIENE
AND THE DEPARTMENT OF NATURAL RESOURCES MAY CONTRACT WITH
ANY APPROPRIATE INSTITUTION OF HIGHER LEARNING OR ANY
APPROPRIATE UNIT:

(1) TO DEVELOP THE NEEDED CURRICULA; AND

(2) TO SUPPORT TRAINING COURSES.
