1780                                  LAWS OF MARYLAND                                Ch. 238

PARAGRAPH SHALL APPLY ON A SYSTEM WIDE BASIS AND NOT ON AN
INDIVIDUAL BUS TRANSIT LINE BASIS.

(II) THE PROVISIONS OF THIS PARAGRAPH DO
NOT APPLY TO SUBWAY TRANSIT SERVICES UNTIL THE GENERAL
ASSEMBLY ESTABLISHES A POLICY FOR TRANSIT FARES APPLICABLE
TO THE COMBINED BUS AND SUBWAY SYSTEM IN THE BALTIMORE
REGION.

(III) THE SECRETARY OF TRANSPORTATION
SHALL SUBMIT A REPORT TO THE GENERAL ASSEMBLY NOT LATER THAN
JANUARY 1, 1984 WITH RECOMMENDATIONS FOR THE TRANSIT FARE
POLICY FOR THE COMBINED BUS AND SUBWAY SYSTEM IN THE
BALTIMORE REGION.

8-403.

(a)  Subject to §§ 3-307 and 3-308 of this article,
during each fiscal year, 17.5 percent of the total highway
user revenues, EXCEPT THE REMAINDER OF THE NET PROCEEDS OF
THE MOTOR VEHICLE GASOLINE TAX COLLECTED UNDER ARTICLE 56, §
136(I) AND (J) OF THE CODE, shall be distributed to
Baltimore City in monthly installments.

(b)  Subject to §§ 3-307 and 3-308 of this article,
during each fiscal year, 17.5 percent of the total highway
user revenues, EXCEPT THE REMAINDER OF THE NET PROCEEDS OF
THE MOTOR VEHICLE GASOLINE TAX COLLECTED UNDER ARTICLE 56, §
136(I) AND (J) OF THE CODE, shall be distributed to the
counties and municipalities of this State at the times
specified in § 8-407 of this subtitle.

(C)  SUBJECT TO §§ 3-307 AND 3-308 OF THIS ARTICLE,
DURING EACH FISCAL YEAR, 13.5 PERCENT OF THE REMAINDER OF
THE NET PROCEEDS OF THE MOTOR VEHICLE GASOLINE TAX COLLECTED
UNDER ARTICLE 56, § 136(I) AND (J) OF THE CODE SHALL BE
DISTRIBUTED TO BALTIMORE CITY IN MONTHLY INSTALLMENTS.

(D)  SUBJECT TO §§ 3-307 AND 3-308 OF THIS ARTICLE,
DURING EACH FISCAL YEAR, 13.5 PERCENT OF THE REMAINDER OF
THE NET PROCEEDS OF THE MOTOR VEHICLE GASOLINE TAX COLLECTED
UNDER ARTICLE 56, § 136(I) AND (J) OF THE CODE SHALL BE
DISTRIBUTED TO THE COUNTIES AND MUNICIPALITIES OF THIS STATE
AT THE TIMES SPECIFIED IN § 8-407 OF THIS SUBTITLE.

(E)  BY MAY 1, 1983, THE PRESIDENT OF THE SENATE AND
THE SPEAKER OF THE HOUSE OF DELEGATES SHALL APPOINT A
SPECIAL COMMITTEE ON TRANSPORTATION RELATED REVENUES
COMPOSED OF 5 SENATORS, 5 DELEGATES, AND THE SECRETARY OF
TRANSPORTATION, OR HIS DESIGNEE. IN DETERMINING THE
LEGISLATIVE APPOINTMENTS, THE PRESIDENT AND THE SPEAKER
SHALL GIVE DUE CONSIDERATION TO ALL GEOGRAPHICAL REGIONS OF
THE STATE. THE SPECIAL COMMITTEE SHALL ANALYZE AND STUDY
THE PROVISIONS OF THIS SUBTITLE RELATING TO THE DISTRIBUTION
AND USE OF REVENUES IN THE GASOLINE AND MOTOR VEHICLE
