REVENUE ACCOUNT AMD THE REVENUE SHARING ACCOUNT AMONG THE
DEPARTMENT OF TRANSPORTATION, BALTIMORE' CITY, THE COUNTIES,
AND THE MUNICIPALITIES. THE PRESIDENT AND THE SPEAKER SHALL
ALSO APPOINT AN ADVISORY COMMITTEE TO ASSIST THE SPECIAL
COMMITTEE. THE SPECIAL COMMITTEE SHALL SUBMIT ITS REPORT,
WITH FINDINGS AND RECOMMENDATIONS, TO THE GENERAL ASSEMBLY
BY JANUARY 1, 1984.
SECTION 2. AND BE IT FURTHER ENACTED, That the
Comptroller, pursuant to the requirements of Article 56, §
156(6) 156(b) of the Code as amended by Section 1 of this
Act, for fiscal year 1985, shall make the determinations of
the 6 month average wholesale value per gallon of
non-premium unleaded motor vehicle fuel based on prices
reported during the period from October 1, 1983 through
March 31, 1984, and shall announce this value by April 15,
1984 for purposes of determining if an increase in the
license tax on motor vehicle fuel in effect for fiscal year
1984 is required on July 1, 1984.
SECTION 3. AND BE IT FURTHER ENACTED, That the
Governor shall appoint a Special Committee on Transit
Operating Costs to study the operating costs of mass
transit. The Committee shall have eleven members, and
include 3 Senators, 3 Delegates and 5 other persons selected
by the Governor. The Governor shall designate the Chairman
of the Special Committee. The Special Committee shall study
the current contractual agreements and procedures concerning
the employees of mass transit operations and other operating
costs of mass transit in both the Baltimore and Washington
metropolitan areas and shall submit a report, including
findings and recommendations, to the Governor and the
General Assembly not later than December 1, 1982.
SECTION. 2 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July June 1, 1982.
