(c) (3) THERE IS A TRANSPORTATION REVENUE
STABILIZATION ACCOUNT IN THE TRANSPORTATION TRUST FUND. THE
REVENUES COLLECTED FROM THE PROCEEDS OF THE TAX IMPOSED BY
ARTICLE 56, § 136(K) OF THE CODE, AFTER DEDUCTIONS PROVIDED
BY LAW, SHALL BE CREDITED TO THE ACCOUNT FOR THE PURPOSE OF
A RESERVE FUND FOR THE STATE'S FUTURE TRANSPORTATION NEEDS
AND FOR THE PURPOSE OF ALLOWING THE GENERAL ASSEMBLY
SUFFICIENT TIME TO RECEIVE, EVALUATE, AND ACT ON THE REPORT
AND RECOMMENDATIONS TO BE SUBMITTED PURSUANT TO SECTION
8-403(E) OF THIS ARTICLE. IT IS THE INTENT OF THE GENERAL
ASSEMBLY THAT NO FUNDS SHALL BE DISTRIBUTED FROM THIS
ACCOUNT UNTIL THE GENERAL ASSEMBLY ENACTS LEGISLATION WHICH
PROVIDES FOR THE ALLOCATION, DISTRIBUTION, AND USE OF
HIGHWAY USER REVENUES IN THE GASOLINE AND MOTOR VEHICLE
REVENUE ACCOUNT AND THE ALLOCATION, DISTRIBUTION, AND USE OF
REVENUES IN THE TRANSPORTATION REVENUE SHARING ACCOUNT. IF
THE GENERAL ASSEMBLY DETERMINES BY JOINT RESOLUTION THAT NO
CHANGE SHOULD BE MADE IN THE MANNER OF DISTRIBUTION AND
ALLOCATION OF REVENUES IN THOSE ACCOUNTS, THEN THE FUNDS IN
THE TRANSPORTATION REVENUE STABILIZATION ACCOUNT SHALL BE
DISTRIBUTED IN THE MANNER PROVIDED FOR THE ALLOCATION AND
DISTRIBUTION OF HIGHWAY USER REVENUES IN THE GASOLINE AND
MOTOR VEHICLE REVENUE ACCOUNT.
(d) (3) (I) FOR FISCAL YEARS 1983 AND 1984 THE
DEPARTMENT OF TRANSPORTATION SHALL UTILIZE THE ADDITIONAL
FUNDS CREDITED TO THE TRANSPORTATION TRUST FUND UNDER
SECTION 8-402(C) OF THIS ARTICLE FROM THE PROCEEDS OF THE
TAX IMPOSED BY ARTICLE 56, SECTIONS 136(I) AND (J) OF THE
CODE FOR THE FOLLOWING PURPOSES IN THE PRIORITY LISTED:
1. THE MAINTENANCE, REPAIR,
REHABILITATION, AND RECONSTRUCTION OF THE EXISTING STATE
HIGHWAY SYSTEM, INCLUDING BRIDGES;
2. THE DESIGN AND ENGINEERING AND
CONSTRUCTION OR RECONSTRUCTION OF INTERSTATE HIGHWAYS,
INCLUDING BRIDGES, IN ORDER THAT THE STATE MAY RECEIVE THE
MAXIMUM AMOUNT OF FEDERAL FUNDS ALLOCATED FOR INTERSTATE
HIGHWAY PROJECTS; AND
3. THE DESIGN AND ENGINEERING AND
THE CONSTRUCTION OR RECONSTRUCTION OF STATE HIGHWAYS,
INCLUDING BRIDGES, DUE TO THE STRUCTURAL CONDITION OF THE
HIGHWAYS OR BRIDGES OR TO THE VOLUME OF THE TRAFFIC.
(II) FOR FISCAL YEAR 1983, THE NEW
REVENUES DERIVED UNDER ARTICLE 56, § 136(I) OF THE CODE AND
ALLOCATED OR APPROPRIATED TO THE STATE HIGHWAY
ADMINISTRATION SHALL BE IN ADDITION TO THE FUNDS
APPROPRIATED TO THE STATE HIGHWAY ADMINISTRATION FOR FISCAL
YEAR 1983 FROM THE EXISTING REVENUE SOURCES FOR THE
TRANSPORTATION TRUST FUND. THE STATE FUNDS ALLOCATED OR
APPROPRIATED TO THE STATE HIGHWAY ADMINISTRATION IN THE
FISCAL YEAR 1983 BUDGET FOR THE PURPOSES ENUMERATED UNDER
