HARRY HUGHES, Governor                               1759

patriotic, educational or charitable organizations or
corporations, or volunteer fire companies to- conduct or
operate a game of bingo for the benefit of charity in
Frederick County, or in furtherance of the purpose of such
organizations, corporations or volunteer fire department.

(b)  It shall be unlawful, however, for any individual,
copartnership, corporation or any group or organization, not
legal residents of Frederick County, to operate any game of
bingo in Frederick County, for the benefit of any local
organization; provided, however, that the Frederick County
Agricultural Association may sell or lease the right or
concession to any person, copartnership, firm, group,
corporation or organization, regardless of the residence of
the purchaser or lessee to conduct or operate the game of
bingo at the Frederick County fair each year.

(c)  No person, firm, corporation or other association
shall operate or conduct any game of bingo in Frederick
County unless he (or it) shall have first obtained a permit
from the Sheriff of Frederick County and shall have paid a
fee to said Sheriff of [25 cents] $5 for each day that every
such game is operated or conducted.

(d)  In Frederick County no prize or award having a
fair market value in excess of [$10.00] $1,000 may be
offered or given to any player of any such bingo game; and
no such player may be offered a cash prize.

[(e) No person may be charged more than 5 cents to
play any such bingo game in Frederick County.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
