(8) Rejection of bids and offers, consideration
of alternate bids, and waiver of informalities in bids and
offers;

(9) Safeguarding confidential proprietary

information, and trade secrets submitted by actual or
prospective bidders and offerors;

(10) Partial, progressive, and multiple awards;

(11) Definitions and classes of contractual
services and procedures for acquiring them;

(12) Reports;

(13) Procedures for advertisement and public
notice of solicitations; [and]

(14) Review of contracts into which the

department has entered, for the purpose of evaluating the

procurement process to determine whether the process results
in obtaining supplies, services, or construction of the

quality desired, and whether they were procured at

reasonable prices on the most favorable terms; AND

(15) CONDITIONS AND PROCEDURES UNDER WHICH

PROCUREMENT OF HUMAN, CULTURAL, SOCIAL OR EDUCATIONAL

SERVICES MAY BE MADE BY METHODS OF SOURCE SELECTION OTHER
THAN AS PROVIDED IN TITLE 3 OF THIS ARTICLE.

SECTION 2. AND BE IT FURTHER ENACTED, That the

additional regulations required by this Act shall be adopted
by June 30, 1983. Until June 30, 1983, the acquisition of
human, cultural, social, or educational services are not
subject to the provisions of Article 21.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this
Act is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
