WHEREAS, The County Council of Wicomico County,
Maryland, finds it advisable to amend the Roads and
Improvements Chapter of the Wicomico County Code, to permit
the Director of Finance of Wicomico County to consolidate
the monies levied under Section 77-2 with other accounts of
Wicomico County, Maryland, into one bank account in order to
reduce the County's expenditures for the maintenance of
numerous accounts and to increase investment revenues for
the benefit of the citizens of Wicomico County.

AN ACT to authorize and empower the County Council of
Wicomico County, Maryland, to borrow on the faith and credit
of Wicomico County, Maryland, an amount not exceeding One
Million, Six Hundred and Eighty Thousand Dollars
($1,680,000.00) and to evidence such borrowing by the issue
and sale of the general obligation coupon bonds of the
County, the proceeds thereof to be used by the County
Council of Wicomico County, the several County Departments
involved in capital improvements needed by the health,
recreation, airport and public works programs and by the
Board of Education of Wicomico County for the construction
of new buildings, additions to, and improvements of existing
school buildings and facilities, and acquisition of
equipment therefor. Said expenses to include but not be
limited to, architectural and engineering fees and other
expenses in conjunction with said programs; prescribing the
procedure for the issuance of said bonds and the terms
thereof; authorizing annual appropriations to pay the
principal of and interest on said bonds and the levying of
taxes to meet said appropriations; and providing that the
provisions of this Act shall be separable.

WHEREAS, the five-year Capital Improvement Budget for
Wicomico County, Maryland, adopted by the County Council of
Wicomico County, Maryland, in Executive Session, under date
of January 15, 1980, provides for a construction and general
improvement program during the fiscal year beginning July 1,
1980; in the amount of One Million, Six Hundred and Eighty
Thousand Dollars ($1,680,000.00), said budget showing that
it is proposed to finance said programs with State Aid in
the amount of Three Million, Four Hundred and Forty Thousand
Dollars ($3,440,000.00) and funds provided by the County
through the issuance of its bonds in the amount of One
Million, Six Hundred and Eighty Thousand Dollars
($1,680,000.00); and

WHEREAS, the County Council of Wicomico County,
Maryland deems that said school improvement program and said
public improvements are necessary to the welfare of Wicomico
