COUNTY LOCAL LAWS

corporations are not County employees, and provides for
annual review by the County Personnel Board; 21-4N mandates
the Fire and Rescue Commission to prepare and adopt uniform
minimum standards for volunteers subject to Fire Board
approval, to recommend to the County Council a benefits
program for volunteers, and to develop policies and programs
to recruit and retain volunteers; 21-4 O mandates the Fire
and Rescue Commission to adopt training requirements and
certification standards for all personnel, both volunteer
and career, and provides for adoption by the Director if the
Commission fails to act within a specified time, and
provides for immediate application to new personnel; 21-4P
mandates the Fire and Rescue Commission to adopt, subject to
Fire Board approval a code of ethics and personal conduct
applicable to career and volunteer personnel, provides for
adoption by the Ethics Commission if the Fire and Rescue
Commission fails to act within a specified time, and
requires financial disclosure by members of the Fire Board
and the Fire and Rescue Commission; 21-4Q provides for the
preparation of budgets for the fire and rescue corporations,
the Fire and Rescue Commission and Fire Board, and the
Department of Fire and Rescue Services, and appropriation of
funds by the County Council, subject to certain conditions;
21-4R provides for boundary changes and taxation according
to fire tax districts; 21-4S provides for fire tax funds,
their distribution, expenditure and investments, and bonding
and auditing; 21-4T provides for appropriations to cover
debt service; 21-4U governs title to assets and sale or
disposition of apparatus, equipment, facilities and
property; 21-4U also provides for County disclaimer of
ownership of certain property, allocation of funds and
arbitration, and assignment of facilities; 21-4V requires
all purchases to be made in accordance with procedures
adopted by Fire and Rescue Commission and authorizes the
Director to develop such procedures if the Commission fails
to act within a specified time; to repeal and reenact
Section 12-13, title, "Generally", to substitute the
Director of the Department of Fire and Rescue Services for
the Secretary of the Fire Board, and the Fire and Rescue
Commission for the County Fire Board; and to provide for
transitional procedures concerning the uniform pay plan and
benefits program, Commission membership, Commission
chairperson, and the continuity of the Fire Board as a
continuous body.

Effective Date July 15, and 30, 1980.
