title, "Office of State Affairs," to create said new office
outside the office of the Chief Administrative Officer and
to provide for its functions; by adding a new Section 2-64K,
title, "Generally," of new Division 17, title, "Office of
Management and Budget," to create said new office and to
provide for its functions; by adding a new Section 2-64L,
title, "Generally," of new Division 18, title "Office of
Economic Development," to create said new office outside the
Department of Community and Economic Development and to
provide for its functions; by repealing and reenacting with
amendments Section 2-58A, title, "Generally," of Division
11A, title, "Department of Transportation," to provide for
land acquisition and disposal; by adding a new Section
2-58B, title, "Generally," of new Division 11B, title
"Department of Family Resources," to change its status from
Office to Department and to provide for its functions; by
adding a new Section 2-58C, title "Generally" of new
Division 11C, title "Department of Animal Control and Humane
Treatment", to create said new department and to provide for
its functions; by repealing and reenacting with amendments
Section 2-27, title, "Generally," of Division 2, title,
"Department of Housing and Community Development," to modify
the scope and functions of the Department of Community and
Economic Development; by repealing and reenacting with
amendments Section 2-29, title, "Generally," of Division 4,
title, "Department of Environmental Protection," to delete
functions relative to animal control, rental facilities, and
to add functions relative to solid waste disposal,
environmental planning, and development of disposal sites
and solid waste and sewerage facilities; by adding a new
subparagraph (f) to Section 2-30, title, "Powers and duties
of director generally," of Division 5, title, "Department of
Finance," to add to this department the function relative to
coordinating the development and implementation of
inventory, storage and other materials, management policies
and practices; and by repealing and reenacting with
amendments Section 2-42, title, "Generally," of Division 7,
title, "Department of Health," to add to this department
functions relative to environmental health and those
functions pertaining to health, sanitation, licensing,
inspections, and code enforcement; all of Article III,
title, "Executive Branch," of Chapter 2, title,
"Administration," of the Montgomery County Code 1972, as
amended; by adding a new Section 2-11A, title "Evaluation of
Reorganization," of Article II, title "Powers of County
Generally," of the Montgomery County Code 1972, as amended;
and by repealing and reenacting with amendments Section
11-2, title "Office of Consumer Affairs" of Chapter 11,
title "Consumer Protection" of the Montgomery County Code
1972, as amended, to add duties relative to weights and
measures, motor vehicle repair, electrical appliances,
closing-out sales, solicitors, hawkers and peddlers and
