Bill No. 53-79

Chapter 19

AN ACT to amend Section 24-9, title "Smoking
Prohibitions and Restrictions" of Chapter 24, title "Health
and Sanitation" of the Montgomery County Code, 1972, as
amended, to provide that a hospital patient room shall be a
nonsmoking room unless otherwise requested in writing by all
patient occupants.

Effective Date March 12, 1980.

Chapter 20

AN EMERGENCY ACT, to amend Section 52-24, title
"Certain Transfers Exempt From Tax", of Article II, title
"Real Property Transfer Tax", of Chapter 52 title "Taxation"
of the Montgomery County Code 1972, as amended, to provide
that certain transfers to spouses or former spouses pursuant
to the terms of a separation agreement or divorce decree are
exempt from the real property transfer tax, and to provide
that the Act shall apply retroactively to all properties
transferred on or after January 1, 1979.

Effective Date December 12, 1979.

AN EMERGENCY ACT to amend Chapter 2, title,
"Administration," of the Montgomery County Code 1972, as
amended, by repealing and reenacting with amendments Section
2-25, title, "Composition and Functions of the Office of the
Chief Administrative Officer," to delete the Management and
Public Policy section, Employee Relations section, the State
Affairs section, the Personnel Office, the Office of Family
Resources, the Community and Government Relations section,
to amend provisions pertaining to Civil Defense and
Emergency Planning section, to amend provisions pertaining
to Employee Relations, to amend provisions pertaining to the
Purchasing Office, and to provide for the functions of the
Chief Administrative Officer; Section 2-26, title,
"Designation of Inspector of Weights and Measures," to
transfer certain functions from the Department of
Environmental Protection to the Office of Consumer Affairs
and to make certain other technical corrections; by adding a
new Section 2-64H, title, "Generally," of new Division 14,
title, "Office of Community and Government Relations," to
