title "Operating regulations generally", of Division 1,
title "Generally", Section 4-30, title "Required; fee",
Section 4-31, title "Application generally", Subsections (c)
and (d) of Section 4-33, title "Applicant to file certain
certificates with council", Section 4-39, title, "Transfer"
of Division 2, title "License" of Article III, title
"Outdoor Theaters"; to transfer administrative and
enforcement functions from the Department of Environmental
Protection to the Department of Health and to make certain
other technical changes.
