Chapter 8

AN EMERGENCY ACT to declare the purpose hereof to
provide financial assistance to non-profit service
organizations which provide services for some or all of the
citizens of Montgomery County, Maryland, in need of such
financing where such services might otherwise be provided by
the Montgomery County government; to authorize Montgomery
County, Maryland, to provide financial assistance, through
loans or grants, for such organizations where they
demonstrate that without such assistance their services to
citizens would otherwise terminate, and that no other
organization currently exists in Montgomery County,
Maryland, able to provide such services.

Effective Date September 6, 1979.

Chapter 9

AN EMERGENCY ACT to amend Chapter 11A, title
"Condominium" of the Montgomery County Code, 1972, as
amended, by repealing and reenacting with amendments Section
11A-5C, title "Transfer of Rental Facilities" to provide a
pre-transfer procedure to permit tenants' organizations, the
Montgomery County Housing Opportunities Commission and
Montgomery County an opportunity to purchase the facilities
under certain conditions, to set forth certain penalties for
violating the provisions of this Section, and to provide for
the retroactive effect of the Section to July 26, 1979.

Effective Date September 19, 1979.
