"director" of "Work release/pre-release program", to add
"program administrator"; to amend Section 13-14, title
"Eligibility" subsection (c), to add a sentence pertaining
to State or Federal institution inmates physical
examinations, to amend subsection (d) to add three sentences
pertaining to psychological evaluations of State and Federal
institution inmates as to placement in the detention center
and pre-release center; to amend subsection (f), to add a
sentence providing for waiver of the detainer exclusion for
participation in work release/pre-release programs; to amend
Section 13-15, title "Selection and assignment procedure",
subsection (e), to add "correctional authority", as the
receiver of recommendations for placement into the work
release/pre-release program, to amend subsection (f), to add
to the first sentence "or the correctional authority having
jurisdiction", to program administrator and the court; to
amend Section 13-19, title "Disposition of release funds and
earnings", subsection (c)(4), to delete it in its entirety;
to amend Section 13-20, title "Graduated release", to add to
the second sentence as an addition to court approval "or
other agency having jurisdiction," and to add after
director, "his or her designee"; to amend Section 13-23,
title "Confidentiality," to add to the first sentence as an
addition to Program Administrator "staff designee".

Chapter 7
AN EMERGENCY ACT to amend Chapter 41A, title "Rent
Supplement Program" of the Montgomery County Code, 1972, as
amended, to retitle it "Rent Supplement and Assistance
Program"; to reenact the existing rent supplement program as
a new article, title "Rent Supplement" with amendments to
extend rent supplement payments to all eligible tenants on
an equal basis regardless of age or disability, to exempt
bequests under $1,000 from the definition of gross income,
to extend coverage to tenants leasing a room who are
disabled or 75 years of age or older, to exclude from
coverage certain aliens, to permit surviving spouses to
exclude the first $10,000 of the income of a spouse who died
during the calendar year preceding the program year, to
revise the method of calculation of rent supplements by
increasing the calculation base and qualifying combined
gross income, to limit payments under a certain amount and
to extend the program to June 30, 1981; to provide a new
article; title "Rental Assistance" to establish a rental
assistance program for certain handicapped persons unable to
live independently absent certain supporting services, as
certified for approval by the Montgomery County Housing
Opportunities Commission under certain standards established
thereby, and which program includes provisions for
determining eligibility, procedures for application approval
