COUNTY LOCAL LAWS

AN ACT to add Section 18.124 (eeee) to Title 18 "Public
Works", subtitle "Public Utilities" of the Howard County
Code to incorporate into the Metropolitan District a certain
parcel of land belonging to Murray Silverman, et al the said
property owner being the Petitioner.

Bill No. 123

AN ACT pursuant to Section 612 of the Howard County
Charter, approving and ratifying a multi-year agreement
paying for the license to operate a proprietary Financial
Management System.

Bill No. 124

AN ACT to add new Subtitle 8, "Purchasers of Secondhand
Personal Property", to Title 14, "Licenses, Permits and
Inspections", of the Howard County Code, providing for the
licensing of purchasers of certain secondhand personal
property by the Director of Public Works; prohibiting
operation of such purchasers without licensing in Howard
County, Maryland; providing for the investigation of
applicants for licenses by the Howard County Police
Department; prohibiting the issuance of licenses to persons
convicted of certain crimes; providing for the keeping of
records by licensees of all purchases of certain secondhand
personal property purchased by them; requiring the
forwarding of records daily to the Police Department;
requiring retention of items purchased by licensees for 15
days; requiring licensees to pay for items by check;
providing for inspection of records and items purchased by
licensees by any law enforcement officer; prohibiting the
purchase of certain items from minors; providing for
suspension or revocation of such licenses, and other
penalties, for violation of the provisions of this subtitle;
providing for the confidentiality of reports required to be
furnished to the Police Department; providing that this Act
shall cease to be effective on June 30, 1983; and generally
relating to the regulation of the purchase of certain
secondhand personal property; and declaring this Act to be
an emergency measure.
