AN ACT amending Section 14.407 "Operation", Section
14.409 "Supervision by Howard County", Section 14.411
"Rates" and Section 14.412 "Compensation" of Subtitle 4
"Howard County Cable Television systems Franchise Act" of
Title 14 "Licenses, Permits and Inspections" of the Howard
County code to permit combination of stated access uses on
one or more channels when insufficient demand exists for
individual allocation; to permit time on unused access
channels to be used at the option of the company; to provide
for an audio alert system and to require the company, in an
emergency or disaster, to make its entire system available
to the county or other designated agency; to require annual
submission of a plan for program publicizing; to require
members of the CATV Service Advisory Committee to be
residents of Howard County; to designate the functions of
the CATV Service Advisory Committee; to amend the income
levels for special rates for senior citizens; and to require
the company to provide requesting subscribers with
"lock-out" devices.

Title 13 "Housing and Urban Renewal" of the Howard County
Code in order to delete a reference to a maximum rate of
interest. and declaring this to be an emergency measure.
