capital budget and the capital program not later than ninety
days before the end of the fiscal year; by repealing and
reenacting with amendments Section 605 thereof, "Filing of
Proposed Budget Copies," and renumbering as Section 604; to
provide for copies of the Budget to be on file at the
Council Office; by repealing Section 606 thereof, "Public
Hearing," and reenacting same without amendment as Section
605; by repealing Section 607 thereof, "Action on The Budget
By The County Council," and enacting new Section 606,
retitled "Action on the Annual Budget and Appropriation
Ordinance by the County Council," to define the permissible
scope of Council action on the Annual Budget and
Appropriation Ordinance, to provide that the Council may
request additional clarifying information from the
Executive; to delete obsolete language; to amend Article IX,
"General Provisions," of the Howard County Charter by
repealing and reenacting with amendments Section 914
thereof, titled "Definitions and Rules of Construction Used
In This Charter" to clarify the use of the masculine gender,
to define "hereafter" and "heretofore" as December 5, 1968;
to enact new Subsections (o) - (r) (formerly Section 602,
Subsections (a) - (d) of the Howard County Charter); to
enact new Subsections (s) - (v) to provide definitions of
"Capital Budget," "Capital Program," "Budget," and "Budget
Ordinance," and to submit this amendment to the voters of
Howard County for their adoption or rejection in accordance
with Section 1001 of the Charter of Howard County, Maryland.

Effective Date July 28, 1980.

Bill No. 76

AN ACT proposing to amend Article X "Manner of Amending
or Terminating this Charter", Section 1002 "Charter Revision
Commission" to provide for the appointment by the Council of
a Charter Revision Commission at least every eight years
beginning in 1987, or at such other times as the Council may
determine, thereby deleting the reference to the decennial
census; to provide for a commission of at least 15 members,
no more than 10 of whom shall be of the same political
party; to provide for a report by the Commission no later
than May 1 of the year following its appointment; and
submitting this amendment to the qualified voters of Howard
County for their acceptance or rejection in accordance with
Section 1001 of the Howard County Charter.

Effective Date July 28, 1980.
