AN ACT proposing to amend Section 404 "Office of Law"
of Article IV "Offices, Departments and Boards" of the
Howard County Charter to clarify the residence and law
practice qualifications of the Solicitor, to require Howard
County residence during tenure, to permit individual Council
members to request legal advice and opinions regarding
County matters, to delete the requirement that the Executive
have Council approval to retain legal counsel other than the
County Solicitor, to establish procedures for the removal of
the County Solicitor, to require forfeiture of the office of
County Solicitor under certain conditions, to clarify
redundant, ambiguous, and inaccurate language and submitting
this amendment to the qualified voters of Howard County for
their adoption or rejection in accordance with Section 1001
of the Howard County Charter.

AN ACT proposing to amend Article V, "Appeal Boards" of
the Howard County Charter by repealing Section 502 thereof,
titled, "The Appeal Tax Court", to remove Charter references
to this board and submitting this amendment to the qualified
voters of Howard County for their adoption or rejection in
accordance with Section 1001 of the Howard County Charter.

AN ACT proposing to amend Article VI, "Budgetary and
Fiscal Procedures," of the Howard County Code by repealing
Section 602 thereof, "Definition of Terms Used in This
Article;" by repealing Section 603 thereof, titled
"Comprehensive Scope of Budget," and reenacting as new
Section 602, bearing the same title but with amendments
clarifying the definition and scope of the County Budget; by
repealing Section 604 thereof, "Submission and Contents of
the County Budget," and reenacting with amendments as new
Section 603 to require the Executive to submit to the
Council the proposed County budget current expense budget
and the operating expense program not later than seventy
days before the end of the fiscal year and the proposed
