certain positions, to specify the length of the probationary
period for certain positions, to require professional
engineer's license for certain positions, to increase the
educational requirements to Firefighter first class and to
phase this requirement in over two years, to require certain
driver's licenses for certain positions, to define the
duties of Police Officer First Class and Police Corporal, to
require a Police Major to hold a certificate of Basic Law
Enforcement Training, and to require a Class B Wastewater
Superintendent Certification for Waste Water Treatment Plant
Operator III.

Bill No. 86

AN ACT proposing to amend Article X, "Manner of
Amending or Terminating This Charter," Section 1001
"Amendment of the Howard County Charter" so as to authorize
the Howard County Council, by resolution adopted upon the
vote of not less than two thirds of its members, to propose
Charter Amendments which shall be submitted to the voters of
the county at the next General or Congressional election
after the adoption of such resolution, and deleting the
provision that such proposals be made by Act of the Council,
; and to provide that petitions proposing Charter Amendments
shall be filed with the County Council, instead of the
Executive; to provide that the County Council shall publish
proposed Charter Amendments, instead of the Executive; and
to provide that such amendments shall be published in at
least one newspaper in the county, instead of at least two
newspapers; all in accordance with the provisions of Article
XI-A, Section 5 of the Maryland Constitution; and submitting
this amendment to the qualified voters of Howard County for
their adoption or rejection in accordance with Section 1001
of the Howard County Charter.

AN ACT amending Section 1.116 "Pay Plan" of the Howard
County Code to provide for a five percent increase in pay
upon promotion and to clarify the maximum salary of a
demoted employee and amending Section 1.212 "Pay Plan for
Hourly and Salaried Employees," Section 1.302 "Executive
Exempt Pay Plan" and Section 1.303 "Miscellaneous Exempt Pay
Plan" of the Howard County Code to provide for the payment
of salaries in the auxiliary pay range upon initial
placement 7/1/80, when transferring at the same grade
between classes and upon reappointment from priority
re-employment lists and to provide for reduction in pay upon
